Merchant snapshot

Japan's e-commerce third pole, with ecosystem traffic from Yahoo + LINE + PayPay and strength in fashion; fee-based since September 2025. Suited to Japan-based brands that can leverage PayPay for customer acquisition.

Entry requirements

Opening a store requires a Japanese legal entity (or via a Japanese agent/local partner), with company documents and a store plan submitted for review. Store opening was free before September 1, 2025 (13 years of the free model); after that it switched to a paid model (per Yi'en News 亿恩网: new stores pay a system usage fee of JPY 10,000/month plus 2.5% sales commission plus a LINE-channel referral fee; exact terms per the official latest fee schedule). PayPay Mall is invitation/review-based, mainly brand official flagship stores, with a higher threshold than ordinary Yahoo! Shopping stores.

Fee structure

On 2025.9.1 the 13-year free store model ended and fees began (per chwang/mjzj reports): media accounts say new stores pay JPY 10,000/month in system usage fees plus about 2.5% sales commission and a LINE-channel referral fee; platform transaction value rose +8% YoY in FY2025 (Yi'en News, 2026.3.27). Exact amounts and applicability are per LY Corp's official fee schedule. There are also Yahoo! Promotion Ads (Yahoo!プロモーション広告, search/display, pay-per-click), and PayPay points-cashback/lottery promotions often require stores to bear the source cost (qualitative description).

Getting traffic

Ecosystem traffic from three gateways: Yahoo! JAPAN search + LINE social messaging + PayPay payment perks (points cashback, lotteries) working together to drive traffic. Since April 2025 the platform deeply integrated LINE for traffic and launched an AI shopping assistant (per Yi'en News). On-site promotions (Super Sale スーパーセール, value campaigns お買い得企画) and cross-selling within the PayPay economic circle are the main growth levers; impulse-purchase categories such as fashion/lifestyle have the strongest synergy.

Fulfilment & logistics

Merchant self-fulfillment dominates (Yahoo! Shopping has no mandatory FBA-style fulfillment service); delivery timeliness and shipping fees are set and disclosed by each store. PayPay Mall merchants also arrange their own logistics. There is no unified platform local-warehouse system; cross-border sellers need their own Japan warehouse or third-party logistics partners to stay competitive on timeliness and shipping.

Payments & settlement

PayPay is the core payment (PayPay balance/QR-code payments, pay-later 後払い, credit cards, integrated LINE Pay), layered on the Yahoo! Wallet system. Currency is JPY; settlement cycles and fees are per LY's official merchant rules (no precise settlement figures were captured in this research).

Compliance

A Japanese legal entity and JCT consumption-tax invoice compliance are required. Merchants must follow the disclosure obligations of the Act on Specified Commercial Transactions and the Yahoo! Shopping/LINE Yahoo store contract (出店規約). PayPay Mall has additional brand and quality reviews. The September 2025 fee introduction came with contract-term updates, so existing stores must re-confirm rates and obligations on renewal.

Key risks

1) The end of the free model (Sept 2025) may cause short-term seller attrition/hesitation, and fee competition with Rakuten/Amazon intensifies; 2) e-commerce GMV is never disclosed — presence is clearly weaker than the two giants (GAP; third parties can hardly verify); 3) growth depends on promotion-driven buying — Q1 FY2026 adjusted EBITDA of ¥37.1B, -10.5% YoY, with profits under pressure during heavy investment; 4) Temu/AliExpress divert price-sensitive search traffic; 5) after monetization, small sellers have become more cost-sensitive.

Best-fit sellers

Best suited to brands/mid-to-large sellers that already have a Japanese entity and want to acquire customers via the PayPay ecosystem and reach users through LINE — especially fashion, lifestyle and impulse-purchase categories. After the free era ended (Sept 2025), small sellers seeking zero-cost starts are no longer a fit and need to re-evaluate the cost-effectiveness of fees.
