Merchant snapshot
Best suited to brands and mid-to-large merchants: roughly 1 billion annual active buyers and a full-category base, with huge traffic — but ad spend plus service fees push costs up and competition among small/medium sellers is intensifying.
Entry requirements
Tmall requires business qualifications: a business license, brand authorization/trademark, plus a security deposit and annual technical service fee. On Taobao, individuals and individual business owners (个体工商户 getihu) can open stores at low cost (deposit paid, varying by category), with a fully online onboarding process and category-based review. Overseas entities must enter via a domestic company/agent or the Tmall Global (天猫国际) channel. Entry threshold: Tmall's deposit plus annual fee is relatively high, while Taobao is almost zero-threshold — but since September 2024 the basic software service fee has imposed a fixed cost burden on all merchants.
Fee structure
Monetization centers on CMR (Customer Management Revenue: merchant ads + commissions). Since September 1, 2024, a 0.6% basic software service fee is charged on the actual amount received for each closed order; a per-order cap of RMB 60 was once set but, after controversy, the official response added relief measures covering all categories (per the latest official announcements) [Yibang Power/DoNews]. Other costs include the security deposit, Tmall annual fee (category-based with a refund mechanism), Alimama advertising (Zhizhuoche / Yinli Mofang / Wanxiangtai) and shipping insurance (运费险). Category commissions are per the official fee schedule.
Getting traffic
Organic traffic comes mainly from search plus recommendations ('Guess You Like' 猜你喜欢); high-value 88VIP members drive repeat purchases. The ad system is Alimama (Zhizhuoche, Yinli Mofang, Wanxiangtai); in 2025 the platform doubled down on AI shopping guidance and Taobao Flash Sale (淘宝闪购, instant retail). Double 11 '25 DAU reached 508 million, No.1 among general e-commerce platforms, but traffic allocation tilts toward brands and paid promotion, squeezing small/medium merchants' organic traffic (one merchant's Double 11 daily orders reportedly dropped from 200 to 20).
Fulfilment & logistics
Merchant self-fulfillment is the norm (Cainiao Network provides label/pickup coordination, and the platform tracks shipping timeliness). Self-operated scenarios such as Tmall Supermarket use Cainiao warehousing and delivery, with 3-day delivery nationwide in most cases. Taobao Flash Sale instant retail relies on local supply to deliver within hours.
Payments & settlement
Alipay dominates, settled in RMB. Settlement follows the platform's billing cycle after the buyer confirms receipt (exact cycle per official rules); credit-payment tools such as Huabei installment payments are supported.
Compliance
A business license, category qualifications and brand authorization are required. Domestic e-commerce sellers pay VAT/corporate income tax. Products must meet GB (national) standards and pass platform spot checks. Key platform rules include the loosening of the refund-only (仅退款) rule (2024 adjustment) and marketing-campaign and pricing rules; antitrust supervision of the platform economy is a long-term policy variable. Cross-border view: Tmall Global serves overseas brands entering China, while Taobao's overseas push (淘宝出海, e.g. free global shipping for apparel 大服饰全球包邮) targets overseas buyers.
Key risks
(1) Rising monetization (0.6% basic software service fee plus ad bidding) squeezes small/medium merchant margins, dubbed the 'third crisis for Taobao/Tmall's small and medium merchants'; (2) traffic concentrates in top livestreamers and paid promotion — Double 11 saw a cliff-like drop in small/medium merchant traffic (daily orders 200 to 20); (3) growth is sluggish — Q4 FY25 CMR grew only +3%, with GMV diverted to Douyin/Pinduoduo (Douyin livestream GMV share ~28%, above Taobao Live's <20%); (4) platform policies change frequently (refund-only rule, repeated price wars).
Best-fit sellers
Best suited to branded merchants and strong Taobao-system categories such as apparel, beauty and home goods, plus mid-to-large sellers with full e-commerce operations teams. Not suited to unbranded, pure price-driven white-label sellers (heavy cost pressure) or zero-budget newcomers (high ad-bidding threshold).
